Weatherization

Salt Lake CAP provides weatherization services for Salt Lake and Tooele counties. The purpose of the program is to make minor repairs to homes in order to make them more energy efficient. Weatherization averages 300 completions per year overall. Repairs and retrofits include wall, floor, perimeter, and attic insulation, furnace cleaning and tuning for greater efficiency, and air sealing (sealing off excess air passages) where deemed necessary. For instance, weather-stripping, door sweeps, and plumbing openings are considered to be major points of air infiltration. In addition, broken windows are repaired, or if the situation warrants, replaced; and ill-fitting doors that cannot be repaired are sometimes replaced. Cost-effectiveness of the specific measures is determined by an energy audit performed on each individual dwelling. All materials and labor are provided through CAP, and come from a variety of funding sources.  

Included in these funding sources is Rocky Mountain Power and Questar Gas.

Eligibility for the weatherization program is determined by federal income guidelines at 150% of the poverty level, which are updated annually. Persons qualifying for federal heat assistance are automatically eligible for this program as well. This work can be performed on any home that is considered to be a reasonable dwelling, such as apartments, mobile homes, multiplexes and private homes. Travel trailers, converted buses, and motor homes would generally be ineligible.

Individual owners or renters will qualify so long as they meet income guidelines. The benefits of the program extend beyond the savings to the customer. Negative impacts on the environment are reduced, and natural resources are conserved.

All work to be done on the home is determined by a computerized energy audit, utilizing the National Energy Auditing Tool (NEAT). The auditor uses a blower-door test to determine the amount of unnecessary leakage in the home, checks all walls, attics, floors, windows, etc. and then puts all the information into a computer program. The program suggests which measures are most cost-effective and which measures conform to the State Energy Office requirements for a Savings to Investment Ratio of 1 or greater.

Three separate crews - the insulation crew, the furnace crew, and the air sealing crew - do the work. Each crew sets its own appointment with the client. After work is completed, an inspector checks for quality and thoroughness of the work.
