HEAT Program


Home Energy Assistance Target Program

The HEAT program is Utah’s name for the federal LIHEAP Program (Low Income Home Energy Assistance Program). The program provides financial assistance to help with the cost of utilities –particularly during the cold winter months. The program starts November 1st and runs until funds through April (or until funds are exhausted), with limited funds available the remainder of the year to help households avoid loss of utility service. The program is administered in Utah by the division of Housing and Community Development, now part of the Department of Workforce Services. Salt Lake CAP is contracted to operate the HEAT program in Salt Lake and Tooele Counties.

While the HEAT program is available to all Utah residents meeting the above eligibility criteria, the program has a specific mandate to serve the elderly, disable, and households with young children. These households receive an additional credit on their HEAT benefit. Outreach efforts to reach these target groups include visiting senior centers and visiting homes of homebound elderly and disable clients to assist with their application.
